Mr Penny is dressed in the style of the great American cowboy "Buffalo Bill".
"Buffalo Bill" was the stage name of W.F. Cody, a talented and charismatic man who created a touring Wild West show which was extremely popular in Britain in the 1880s and 1890s. It was an action packed spectacular of cowboys, Indians, trick shooters and speciality acts.
Many performers copied it and developed their own acts based on a cowboy skills and tricks. Mr Penny could have been one of these entertainers. Or perhaps he was just a fan of frontier fashion.
