Hackney Council joined other boroughs in outright opposition to rate-capping, as part of a wider campaign by the rate-capped local authorities with the aim of forcing the government to stop attempting to reduce council spending.
When 31 Labour councillors for Lambeth Council in South London voted to defer setting a rate as part of this rebellion, the councillors were personally charged with “wilful misconduct”, fined £129,000 between them (the cost of lost interest on payments for the council resulting from the delay) and disqualified from political office for 5 years.
